Building a data-driven Competency-Based Training and Assessment (CBTA) culture with Boeing Safety Data Analytics

The challenge

As one of the fastest-growing low-cost carriers connecting the Americas and the Caribbean, Arajet knew early on that sustainable growth required a modern, data-driven training ecosystem.

While traditional training models focus on task completion instead of pilot competencies and operational behaviors, Arajet opted to design its training program around the Pilot Competency Framework and adopt Competency-Based Training and Assessment (CBTA) principles.

The airline's goal was to move beyond generic simulator scenarios by creating a data-driven system that continuously informs training focus areas, content, and design.

Arajet understood that a competency-based program could only remain effective if it aligned with real-world operational conditions. Without continuous operational insight, type rating training and recurrent training could become disconnected from the actual challenges pilots face during line operations.

Enhance operational alignment

Safety improvements scale only when flight ops, training, and safety management operate using a shared dataset and a shared method of deciding what to fix next.

Our approach

To support this vision, Arajet partnered with Boeing to integrate Boeing Safety Data Analytics (SDA) into the core of its CBTA framework.

Boeing SDA provides deeper, competency-focused analysis to understand why operational events occur and how they relate to pilot performance. Utilizing detailed charts and graphs and aviation data science best practices, flight data is analyzed  using the Threat and Error Management framework and mapped to pilot competencies. Recommendations for training solutions found in The Boeing Training Library are based on leading contributing factors so operators can pinpoint specific competencies requiring additional focus such as flight path management, situation awareness and workload management. These insights enable the development of targeted, competency-based training interventions that address the root causes of performance issues.

These insights flow directly into:

  • Simulator scenario design
  • Recurrent training content
  • SPOT training
  • Safety bulletins
  • Operational policies and procedures

The data-driven approach that SDA provides helps strengthen pilot performance, improve safety margins and ultimately enhance overall flight safety outcomes.

Results

Through Boeing CBTA and SDA, Arajet successfully established a closed-loop safety and training system, gaining visibility into operational trends such as flight profiles, automation usage, and pilot inputs.

The airline achieved several operational and training improvements:

  • Data-driven recurrent training: Updated simulator profiles developed using real operational safety performance trends and competency gaps.
  • Enhanced operational alignment: Safety, Quality, Standards, Training, and Flight Operations departments, instructors, and pilots operating within a common competency framework informed by shared operational data.
  • Continuous safety improvement: Regular monitoring of Safety Performance Indicator (SPI) event rates to measure the effectiveness of competency-based interventions and validate improvements over time.
  • Expanded safety collaboration: Operational insights generated through SDA to support broader discussions involving airport authorities, operational policies and procedures, and systemic safety improvements.

One of the most significant outcomes of Arajet’s CBTA and SDA implementation was how the airline transformed training from a static compliance program into a continually evolving, data-informed ecosystem.

Arajet also began using evidence-based insights to engage with airport authorities and external stakeholders regarding airport layouts, runway environments, ATC procedures, and other operational factors that contribute to pilot workload and operational risk.
