A Technical Services Agreement (TSA) ensures that Boeing has the resources to support technical requests that provide access to:

Why is there a fee and how much does it cost?
The agreements enable access to technical support. They do not include the cost of completing each Boeing Communication System (BCS) message, which will be charged according to current policies at the time of the request. Technical support is provided only to portions of an airplane not affected by the STC conversion. These agreements will help ensure that Boeing has the resources to continue providing the technical support our customers expect.
Any deviation to annual pricing policy must be approved through the Non-Standard Business Approval (NBA) process. The rates are subject to change on an annual basis and/or upon review of Customer Support Policy, Decision Memo 09-1950-MEO-0008 R3. Rates are updated annually per escalation determined by Finance based on the economic outlook. There are three pricing options:
- Pricing for Licensed Third-Party Modified Aircraft :
Operators of aircraft converted by a Boeing-licensed Supplemental Type Certificate (STC) holder will be asked to enter into a “Post-Modification Support Agreement for Licensed Converted Aircraft.” This agreement allows operators to access Boeing technical support for an annual fee charged per licensed model type. Price per aircraft for customers with less than four airplanes and up to the maximum price per licensed major/minor model (example: 737CL, 737NG). - Pricing for Unlicensed Third-Party Modified Aircraft:
Operators of aircraft converted by an Unlicensed Supplemental Type Certificate (STC) holder will be asked to enter into a “Post-Modification Support Agreement for Unlicensed Converted Aircraft.” This agreement allows operators to access Boeing technical support for an annual fee. - Short Term Technical Support:
All 30, 60, and 90-day pricing is intended to support both leasing companies during confirmed lease transitions and firefighter / water-bomber operations.
Invoicing follows the signed agreement or Contract Execution Notification (CEN) and the payment terms are as follows:
- All Customers, regardless of credit status with Boeing, will be net-30 days following invoice.
- Invoice date will be effective per the contractual enrollment date identified in the table of converted aircraft following execution of the P2F Support Agreement, unless otherwise instructed by Customer for support to begin on a specified date.
- Deviation from standard practice for cash-with-order customers is justified under this program because:
- there is no significant expenditure of Boeing resources to support the program (fees are separately charged for specific services)
- Boeing's visibility as to actual redelivery dates is not good, making invoicing prior to redelivery impractical, and
- The program is already difficult to administer and needs to be simplified where practical.
Should Boeing not receive payment on the invoiced due date, Boeing will immediately suspend support (aircraft is turned "red" in the system) until payment is received. No adjustment to the Renewal Date is made because of a suspension.
Why was the policy put in place?
An increase in service requests outpaced our ability to resource for it, so it damaged our ability to support all of our customers. This policy promotes fair and balanced business practices across the industry and curbs free riding. Boeing provides free support to as-delivered configuration, as if the airplane never changed. STC holders that developed, made the modification, and profited become minority holders of the work when service requests concern areas of the airplane where it is not clear changes were made. The STC holders often charge their own support fee, yet used to take advantage of no-charge support from Boeing.
Who is the Technical Support Program applicable to?
Any request for specific support, services, or products from owners, operators, MRO’s and/or other third parties for aircraft modified on or after April 15, 2009 by Boeing-licensed and unlicensed Supplemental Type Certificate (STC) holders.
Airplanes converted prior to April 15, 2009 are considered ‘grandfathered conversions’ and are not subject to the Technical Support Agreement (TSA).
What is the Technical Support Program Fee for?
Boeing provides resources to span the production lifecycle of aircraft. This fee ensures customers have support from Boeing during the aircraft's second life.
If you follow an airplane through its lifecycle, when an airplane is first introduced, it has the most service requests. As the airplane matures in the airline’s fleet, that number drops as the airplane becomes better understood. An aircraft conversion is one of the most significant changes an airplane can undergo after initial assembly and fundamentally changes what Boeing originally delivered. These conversions essentially re-introduce a new aircraft and service requests once again increase.
What if the customer chooses not to subscribe to the Technical Support Program?
To ensure we can provide the best possible assistance, Technical Support will be available once the agreement is finalized and any applicable fees are paid.
